Russia's first and second presidents. Putin is much younger
than Yeltsin and more energetic, but there is evidence that
there is little other difference. Putin campaigned on
extensive reforms and gave hope to restoring law and order
while reducing corruption, but one of his first acts as
president was not to address any of the problems of the
nation, but to order a raid on the offices of a publisher that
had publicly criticized him. Putin headed the government
between the time of Yeltsin's retirement and the next
election. Aside from the great popular support and approval he
enjoys, there is little different not than under Yeltsin.
